I saw my target!

So I saw my target today at the gym after using the Lovers Return Bundle. I paid him no mind and I did catch him staring at me but he didn't see that I saw him. I continued paying him no mind. Eventually he walked over to a gym equipment right next to me with his buddies and started using it. The last step in the Lovers Return bundle after I have physically seen him is the Obsession candle right? Any thoughts, comments, suggestions? I'd appreciate it
