Thats not true. Legba doesnt grant or deny permission to work with any Lwa. He controls the crossroads, not the Lwa, and he is also not the only Lwa that can open the roads. Every Lwa has their own domain, and he is not in the same genre as Dantor. If someone wanted to formally ask permission to work with any Erzulie they would go to Grann Erzulie, not Legba. Ppl needing his permission to work with other Lwa is made up from the internet, its not how vodou actually works. He is the first called on in the traditional *ceremony of vodou (like the card says), the formality does not apply in lighting a candle for prayer.
In the traditional vodou ceremony, calling him means to sing his songs, play his music, to revere him, to salute him first in his genre (Rada), but even in traditional ceremony there are Lwa bigger than him that must be called before him. You can get a candle and pray to any Lwa you want, whenever you want.

No, you dont have to light Legba first. Lwas work individually. They just have to be lit on their respective days. You can burn Legba on Monday and light Dantor on Tuesday and they can be lit at the same time.
