neighbor on my damn nerves

Can I use 5th pentacle of the Sun or Mars to make this annoying kid move? Those are the candles I have. I've only seen him 1 time. He is shaking my apartment and im working. Its either a kid or someone that lives there making noise it sounds like a kid. It sounds like bombs are going off thats how loud and how much my apartment shakes. Everyone is quiet in our apartment complex except for this fucking brat. My name isn't on the lease and I've asked my mom numerous times to report him but she doesn't want to because we live in a small town and there is a huge Confederate flag I drive past every day like 3 blocks from my apartment. I want out of this fucking town. Im grateful for the job I have and its time for me to get out of here. 😒 😑 🙄 😐
