Conjure to protect a neighborhood?

This will be my first time using conjure candles, and I want to do it in behalf of a whole neighborhood.

In my city we have a tiny section of very old houses, it's gorgeous, lots of spirit energy, but corrupt developers and politicians have been putting buildings in there even if legally it's not allowed. The neighborhood has been so damaged already with old houses being destroyed to build other stuff.

I know I can't do work against the politicians and millionaires, BUT this is a war. Can I do something to protect the neighborhood? I think there was a war candle but I can't find the word.

My ancestors lived there. I know I have the right army ;)
