Did I waste this candle. I feel like I didn’t but I only had it burning for two hrs. Got nervous and put the flames out.

You should still try to use the candle but Lala has said that water is a no no! But if you were thinking that building was doing to catch on fire then you have to put it out by any means.

In the future move the herbs almost as soon as the wax melts.

I would definitely put it in the sand and a fire-safe dish or pot to keep it cool. As long as there isn't anything nearby, that will catch fire embrace the flames! As other suggested, trim the wick and move the herbs away from the wick. Make sure the space is well ventilated also so the alarm doesn't go off. Happy manifesting.

Next time snuff it, let it cool down, move the herbs away from the wick, relight and rechant. You can still reuse this candle.
