The herbs caught fire on your candle that’s all. Yes the flame is normal if the herbs are to close to the wick. I’ve had some with low flame, high flame and wild flame (like yours).
Okay thank you very much I'm sorry it just gave me a scare when it was like that. I thought that I did something wrong I figured the herbs did catch on fire so for future reference if it does that next time is it okay for me to just leave the candle be and let it burn. Because I wasn't sure how to handle it first I put water on it and then it went up so I smothered it with the ceramic plate and then I cut the wick that was burnt and now it's not lighting

Light that baby back up!!! If your nervous about the high flame move the herbs away from the wick.
