White sage and black sage maybe or may be listed as mugwort on the internet. However black sage and mugwort are listed interchangeably on the internet at times and some sites say they arw the same plane and they ARE NOT. All sage comes from the salvia family and mugwort is Artemisia 2 different species. I've tried both..not the same thing. I said all of this because it looks like a photo I saw on the internet as mugwort, but it wasn't.

Sage, tops is white sage the bottoms is maybe Yerba Santa.
