Sometimes you can Google and find the info. Google/look on fb etc. Especially if you at least know the month or if you know their age too. Then you can estimate year of birth and search.
Do you have his dads name? I would do target’s full name the son of father’s name… doesn’t need to be full name. Ie. John Williams Doe son of Michael Doe. That way it narrows it to that person.
