Writing a petition for another person

I want to do a Halo for my mother. I know people say the spelled candles dont necessarily need petitions but I prefer them. When writing the petition, do I write it as if I’m speaking about myself or her? Would I use “She is” instead of “I am”? This may be a silly question to some, but im just wanting to be sure.
